ROCKVILLE, Maryland ─ David Biss thrives on details. He lives by them. They are what helped him build a successful business as an automotive consulting engineer. In 2009 Mr. Biss was approaching 65 and Medicare eligibility, and given his usual bent for detail, he began researching Medicare. “Government programs like SHIP are sanctioned by Medicare to educate people,” he said. “But they were reluctant to say whether I should go, for example, with a Medicare supplement or Medicare Advantage plan, or which of the Part D prescription plans I should use” ─ recommendations he felt were necessary for his best choices.
